    "content": "need to ringfence this. The county governments cannot stretch their hands into what is not within their ambit. That notwithstanding, this House was not represented in that meeting held in Naivasha. Therefore, a meeting that excludes us cannot interfere or direct what this House should do. I support the Committee. We should never allow such resolutions outside this House to instruct our Director-Generals and accounting officers other than what appears in law. Thank you, Hon.
