    "content": " Thank you, Hon. Speaker for that question. I believe we will abide by the directions provided by this House. It is this House that determines the allocation of resources and allows us to disburse them on the basis of availability. It is also this House that gives us direction and we will continue to follow them. However, the scarcity of resources permits us to show that we can look for flexibility when it is available. Sometimes, we find ourselves negotiating for the penalties that the Member has talked about just because we are facing serious constraints on Exchequer requests given the Exchequer revenues that are available. In fact, we believe that the future will be bright and we will resolve some of the historical legacy issues on time. Thank you."
