    "content": " Hon. Speaker, on the Social Health Insurance Bill, we have an issue because the Committee amendments are different. At least, we have gone through some and they are different from what the Committee recommended. Therefore, in my view, this is a very serious matter and I seek your guidance in two ways. One, is it proper if a committee makes amendments and then they are changed on the Order Paper? Two, I seek your indulgence that we withdraw this particular Bill from the Committee of the whole House to give the Committee time to look through."
