"content": "(3) The Cabinet Secretary shall in consultation with the County Governments, and relevant lead agencies, develop guidelines on health tourism This is basically to specify that the requirements in Clauses 52(2)(b), (c) and (d) only apply in the case of health research in the event of a post-mortem. We also need to develop regulations for health tourism in compliance with Section 104 of the Health Act No.21 of 2017. The Bill alludes to the two in the Marginal Note of Clause 52."
