Temporary Chairman, I beg to move: THAT, Clause 59 of the Bill be amended— (a) in sub-clause (1) by deleting the words “two hundred thousand shillings or to imprisonment for a term of not less than one year” appearing in the proviso and substituting therefor the words “one million shillings or to imprisonment for a term of not less than two years”. (b) in sub-clause (2) by deleting the words “two hundred and fifty thousand shillings or to imprisonment for a term of not exceeding six months” and substituting therefor the words, “one million shillings or to imprisonment for a term not exceeding two years.” This is to enhance the fines to make them more deterrent and commensurate with the offences committed under the Bill."
