    "content": " My fellow Chairman, normally, entities make their budgets based on the proposals they have and then take the same to the mother Ministry. Through the mother Ministry, the proposals come to Parliament for appropriation. From there, the entities can spend their money. I do not know why people are opposing the amendment."
