    "content": " It is now apparent that, under Clause 35, the Committee had agreed to retain this thing internally. Committee, it is here in the Report. I have it. On page 34, you will see that everybody in the Committee had agreed. Now you see that this is a proposal outside the Committee. What Hon. Oluoch is saying, and I want to support him in this, is to reintroduce what the Committee agreed on. It is what they did public participation about and what Kenyans out there think is the correct thing. I urge you, Members. Even though you may have come with a different mind, vote with your head on this one. Vote with your conscience and vote for the right thing. I rest my case."
