Many a times, Government bodies delay to pay because the disbursement from the National Treasury has delayed. How do we remedy such a situation? Can the Hon. Chairman, through the Committee, tell us how they thought about it? How do we remedy that situation? For example, constituency offices have not been paid. There is a delay. By charging them a million, you will wipe out all the operational costs. He probably needs to explain so that Kenyans can understand."
