    "content": "If you look at Paragraph 6 (i) of the First Schedule, it presupposes that there will be a transfer of assets. There is absolutely no mention of the transfer of the staff or human resource. Clearly, whoever is behind this amendment thinks that an authority or entity exists without its staff and has some sinister motives. The NHIF is in all the sub-counties, including your constituencies. This proposed amendment seeks to ensure that you preserve the establishment of the persons who are there first, as you create the new entity.
