    "content": " Thank you, Hon. Speaker. Article 43 of our Constitution defines access to universal healthcare services as the right to the highest attainable health standards. The World Health Organisation (WHO) defines universal health coverage as access to promotive, preventive, curative, rehabilitative and palliative health services. However, certain things in this Bill need to be re-looked. First, we used to have the National Health Insurance Fund (NHIF) as a department of the Ministry of Health. That gave birth to the NHIF Act. The NHIF Act has had certain lacunas because of changing realities.
