    "content": "The Bill also creates the Dispute Resolution Committee which we looked into. A Committee within the same Authority cannot resolve the dispute which it has. We have recommended to have a tribunal which has extra powers outside the Authority. That is something that will work. This Bill also creates the process of managing the budget in such a strict way. It will have to come to the National Assembly. That is very supportive of what we want to do. We have also noticed that there is a lot of power that has been given to the Cabinet Secretary. It is good because it is an effort to keep a close watch on the Social Health Insurance. However, it can be abused. As a Committee, we have recommended that all this will be done in consultation with the Board. I support this amendment.
