    "content": " Hon. Temporary Chairman, Clause 19(2)(a), which Hon. Oundo wants to amend, indicates that we are satisfied that the applicant is financially sound and solvent. Clause 19(a) reads: “… it is of the opinion that the applicant is fit and proper”. Fit and proper in our opinion includes the financial sustainability and solvency. The Committee does not go with Hon. Oundo’s amendment."
