    "content": " Thank you, Hon. Temporary Chairman. I wish to agree with the Chairperson on the issue of qualifying in terms of financial capability that you cannot be able to really estimate. Instead, it is good to leave it as open as the Committee has recommended in (2)(a) so that it gives a wider range rather than narrowing it down to financial ability. If you put it in those terms, how about other factors which will come through? It means you have narrowed yourself rather than opening up to discussion."
