    "content": "My amendment reduces the penalty which is indicated as 5 per cent per month. Somebody who fails to pay a levy every month is added 5 per cent of that amount. I am proposing that we change it to 3 per cent. As much as these things are punitive and deterrent, when they are too high, just like in the case of the NHIF, they become restrictive. People cannot pay and there is nothing you can do about it. My proposal is to reduce it from 5 per cent to 3 per cent."
