    "content": "THAT, Clause 53 of the Bill be amended — (c) by inserting the following new clause immediately after Clause 53— 53A. (1) A person who contravenes any of the provisions of this Act General penalty. commits an offence. (2) A person convicted of an offence under this Act for which no other penalty is provided shall be liable— (a) in the case of a first conviction, to a fine not less than one million shillings or three times the market value of the sugar in respect of which the offence is committed, whichever is greater, or to imprisonment for a term not less than one year, or to both such fine and imprisonment; and (b) in the case of a second or subsequent conviction, to a fine not less than three million shillings or three times the market value of the sugar in respect of which the offence is committed, whichever is greater, or to imprisonment for a term not less than two years, or to both such fine and imprisonment."
