"content": "Hon. Members, Article 119 of the Constitution accords any person the right to petition Parliament to consider any matter within its authority. Further, Standing Order 225(2)(b) requires the Speaker to report to the House any Petition other than those presented by a Member. In this regard, I wish to report to the House that my Office has received a Petition from Roberts Njunukha Wekesa of P.O. Box 163 Bungoma, representing teachers employed by the Teachers Service Commission (TSC) to teach learners with disabilities in both special schools and special school units all over the country. The Petitioner states that the TSC and the Salaries and Remuneration Commission (SRC) jointly undertook a job evaluation in the public teaching sector, whose recommendations culminated in career guidelines, which were implemented on 8th November 2017 and replaced the scheme of service for teachers. Consequently, the TSC established a new grading structure, increasing job scales from 10 to 11 grades, which, in the opinion of the Petitioner, were not correctly placed for special needs education teachers as per the Career Progression Guidelines of 2018.
