    "content": "hardships. I wonder who does the gazettement or regulations of which are the hardship areas? The criteria they used in the past are no longer viable as they are based on dry areas. You will find that there are areas with hard terrain. In Endebess, you talk of Salama, Chepkirowot, Chepkengen, Kashaber and Kibosit. They have a hard terrain where if a teacher is posted, will not want to go to those places. We need to redefine the issue of hardship areas and do proper gazettement of hardship areas.
