    "content": " I am laughing because the Chairman of the Departmental Committee on Education has now taken over the work of the Chairman of the Departmental Committee on Sports and Culture. He is dropping an amendment without the owner dropping it. He should be persuading the Chairman of the Departmental Committee on Sports and Culture to drop part (a) of the amendment. The Chairman of the Departmental Committee on Sports and Culture is convinced that we should drop part (a) on deleting the words ‘non-state’. The reason is simple. There are many non-state actors, including the people of Magarini, who may want to benefit from the money meant for flooding. They should be allowed to obtain this money from the national lottery."
