    "content": "Clause 3(b) seeks to remove the power of the youth to elect their own to the National Youth Council. It confers upon the Cabinet Secretary the responsibility on matters relating to the youth and the power to nominate nine youth to be in the Council. This does not foster the dictates of Article 55(b) of the Constitution which provides that the State should take measures to ensure that the youth have an opportunity to be presented and participate in political, social, economic and other spheres of life."
