    "content": "Hon. Temporary Speaker, as I move this Bill, I am quick to note that elderly persons in Kenya have suffered a lot of discrimination for a long time. Look at what happens when elderly persons are involved in legal matters where they require representation in courts or wherever they need those services. Most of these people are not able to access legal services. The Government has not made any provision for elderly persons in Kenya to get free legal services and Government support. That is partly where this Bill comes in."
