    "content": "Madam Temporary Deputy Speaker, it is, indeed, true that the classification of roads affects the funding of the same roads and, therefore, sometimes, when a road is given a low classification, it may not attract the necessary funding. I wish to also admit that it has been many years since the roads were classified and the usage of those roads has changed over time. Previously, we had roads that linked the old districts. Those roads were previously under Category “C”. We had roads that linked Kenya to other countries and they were basically under category “A”. Then, we have the Class “B” roads that linked provincial headquarters. However, Madam Temporary Deputy Speaker, a lot has changed and it is for that reason that we have engaged a consultant to do a thorough review of our roads. The consultant will inform us what we are going to do between now and the next five years. Once that report is completed, we will present it to this House for adoption.
