    "content": "It is time we regulated the gambling industry, as a country. I have read the Constitution, in particular the Fourth Schedule, which provides clearly that gambling, casinos and betting is a shared function between the national Government and county governments. I wish to thank the authors of the Bill because they appreciate that fact and that is why under this Bill, functions of the county Government and national governments are clearly spelt out in so far as regulation of the gambling industry is concerned."
