    "content": "Thank you, Hon. Temporary Chairlady. CECMs are ministers and secretaries in the county governments. Cabinet Secretaries are ministers in the Executive. They are public servants. They implement Government functions and budgets passed by Parliament. That budget should be implemented to serve all Kenyans despite one's political party or opinion. County Executive Committees (CECs) and Cabinet Secretaries can propagate Government policies, but they cannot be allowed to engage in politics. I urge Hon. Members to reject this particular amendment. It is a dangerous amendment."
