    "content": "The import of the new amendment is to maintain the existing model of declarations to entities that directly supervise the conduct and ethics of the various categories of public officers as the EACC lacks sufficient capacity to process the declarations of all public officers. Members should check the proposed New Clauses 31A and 31B. We now have the relevant reporting authorities and commissions set out. Where there is none, we have made a provision as to where this reporting or declaration should be deposited."
