    "content": "Madam Temporary Deputy Speaker, I want to ask the Minister whether he is aware that it is the primary duty of the Government to protect its citizens and their property. In that case, the Government is the insurer of its people. When this happened, and citizens lost property and became IDPs, it was the responsibility of the Government to compensate the people. Does the Ministry consider Kshs10,000, or Kshs25,000, enough compensation? The Assistant Minister has said that they are in the process of quantifying what was lost. Could he tell us at what stage of quantifying the Government or Ministry is?"
