    "content": " I beg to move: THAT, Clause 2 of the Bill be amended by inserting the following new definition in proper alphabetical sequence ― “Whistleblower” means any person who has personal knowledge of or access to any data, information, fact or event constituting improper conduct and who makes a disclosure of that information in accordance with this Act.” This will give legal recognition to people who report instances of violation of the Act. The United Nations Convention against Corruption, to which we are signatories, has announced itself on the vitality of whistle-blower recognition and protection stating that corruption, fraud, wrongdoing as well as health and safety violations are much more likely to occur in organisations that are closed and secretive. On many occasions, employers will be aware of wrongdoings and maybe feel unable to say anything for fear of reprisal.
