    "content": "Some of the parents were charged multiple times. That means there are profits that are undeclared that were made illegally. In regard to basic contract law, if you procure a service and you pay for it, you expect results. We need to know if it was Safaricom or a third party agent, so that they can be held accountable and refund the public money that they obtained illegally. It is not justifiable to charge a parent. Some were even sending messages more than 10 times. That profit is not justifiable at all. It is unethical to keep such money."
