    "content": ": Hon. Speaker, I rise to second. I do not want to anticipate debate when it gets to re-committal. After extensive consultations between the leadership of the House, the Chairperson of the Select Committee on National Government Constituencies Development Fund (NG-CDF) and I, we have agreed that my amendment be substantively carried in the NG-CDF (Amendment) Bill that has already been published and is under consideration by the Select Committee on National Government Constituencies Development Fund. The reason is that we need to move expeditiously so that we can get the funds released, particularly for bursaries. We do not want to go for recess without this money. The Chair has assured me that he is going to release the money and I have agreed. We wanted to ensure that everybody gets Ksh201million. He has agreed that he will carry that amendment as it is. We want to carry the whole House. We want everybody to agree with us."
