"content": " Hon. Temporary Chairman, I support the amendment to the extent that the revocation of a statutory instrument is published so that the public is notified. I pray that you hear me clearly. My problem is that the principal mandate of a Member of Parliament is to make laws in this House. It seems as if the Executive is sneaking in legislation under the pretext of the Statutory Instruments (Amendment) Bill. We must look at the bigger picture. We should amend the Statutory Instruments Act in the near future to ensure that we are given power as the substantive law-making body to amend any delegated legislation that is brought to the House. Two things happen whenever delegated legislation is brought to the House. We either pass it as it is or we annual it as it is. Where is Parliament’s law-making power to amend any legal instrument? That is my position."
