"content": "We have also been told in the Bill that the money will be used for small businesses. We must bring in the hustlers out there who require money to do small businesses to bring themselves up. Hon. Temporary Speaker, we were in court this morning and we were told that we do not have a proper law to anchor the Housing Levy. The court proceeded to say that it is unconstitutional. As an advocate, my view is that the Housing Levy is not unconstitutional. A levy is a tax and the court has confirmed that. We possibly need a better law to anchor this levy so that the money is not just collected by the employers and other agencies, but also goes towards something. Where does this money go to? How does it come out of the place? How do we apply it out there?"
