    "content": "I just want to emphasize that there was Government desire to construct afresh, the whole of Northern Kenya and other Arid Lands of this country. That was why the Ministry of the Development of Northern Kenyan and other Arid Lands was established. We are asking the Government to minimize the period in which this Ministry is established in the books to not more than one decade, that is ten years, so that it does not become a permanent feature of our Government structure in order for those ten years to fast track development. In those ten years, the Government should provide not less than 15 per cent of our development Budget which comes to about Kshs30 billion."
