    "content": " Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this Motion. I want to congratulate the hon. Member for bringing it up as a matter which we must see beyond just North Eastern Kenya, but also the whole country; if you consider that 70 per cent of this country is either semi-arid or arid. In fact, it is said that 70 per cent of the country is completely arid and, if you add the “semi-arid” component, it is 80 per cent. So, we are talking about virtually the whole of this country. That is why it is important that, even when we talk about 30 per cent of the Budget, let us appreciate the fact that we are saying 30 per cent for 80 per cent of the whole country. So, if you look at it in those terms, you will realize that even the proportion itself would ask for much more."
