If we go by the Constituencies Development Fund (CDF) and accept that 80 per cent of Kenya is arid or semi-arid, then it goes without saying that 80 per cent of those resources go to those constituencies. We also know that donor communities such as the United States Agency for International Development (USAID), the Department for International Development (DFID) and the European Union (EU) have been interested in arid and semi-arid areas. They have allocated a lot of resources to those communities. We, therefore, need to ask questions about accountability. As much as we have to allocate more money to those areas, is the money that has been available over the years through the CDF and the donor"
