    "content": "The reason why we have moved this proposal is because the Ministry does not have the capacity to implement water projects, build roads, oversee education and health projects, et cetera . It will, therefore, be wrong for us to urge the Government to increase money to the Ministry when we know that it is not in a position to use that money since the Ministry does not have the capacity do so. What we want is to give capacity to the Government and allocate sufficient funds for the development of northern Kenya."
