"content": "When you look at Vision 2030, the first implementation says: âIt is contained in development plan 2008/2012.â Did you know that in the first phase of implementation of the development plan 2008/2012, in fact, this Ministry does not feature anywhere? Even if you look at the last page, on the matrix of implementation, which Ministry will implement the first phase and what resources will be required? This Ministry does not feature? When you talk about northern Kenya and what the Government will do in implementing Vision 2030, just give one example. There is a very narrow target. It is mentioned that a boarding school will be done for every constituency in the next five years. Surely, I can do five using my allocation of CDF funds alone. Our CDF allocation is much more than the funds allocated to this Ministry. The Government should put in more resources based on the contributions of Members of Parliament and their constituents. We held meetings in various constituencies and we polished even what you think should come through Vision 2030. I believe the Minister has input. We hope he will call us soon to put numbers in those requirements added by our people. Finally, as we talk about the Ministry of State for Development of Northern Kenya and other Arid Lands, let us remember the dry areas of Ukambani and Kikuyu. It is not just a Ministry for a few of us in the north. Whereas I agree that we should have the face of Kenya, I think more persons from those areas will be more sympathetic and have empathy in terms of implementation. It is true that we had a lot of money from donors in the past but it must also be recognized that two-thirds of that money went back through administrative costs. It must also be recognized that the people who were implementing in the Public Service did not have the people of the north and ASAL areas at heart. With those few remarks, I beg to second."
