    "content": "whole of that area has less than 700 kilometers of paved road. Let me say that there are five reasons why this Motion should be implemented. The first speaker said that equity is the thing that will bring down this country or take it to the Vision 2030. For this country to develop, either in terms of energy or in terms of food or anything you can think of, we will need that area to be developed very fast. Finally, the national security of this country will be critical if the issues of northern Kenya are not addressed. This country will be like Pakistan with frontier districts. With that I support the Motion."
