Members, you may recall that on Wednesday 29th July, 2009, the Chair delivered a ruling on the failure by Mr. Ojode to honour an undertaking he had earlier made to the House to release reports of certain commissions of inquiry. Ms. Karua thereafter sought the guidance of the Chair on the ruling claiming that there was an apparent contradiction between that ruling and an earlier ruling made by the Chair on an undertaking by the then Minister for Finance in relation to the Privatization Act, 2005. In the Privatization Act matter, the Minister for Finance gave an undertaking to the House that he would gazette the commencement date of the Act. When he defaulted, the Chair, in enforcing the undertaking, ruled that the Minister would not be permitted to transact any business in the House until he had discharged the undertaking. Hon.
