    "content": "In 2013 when I joined the 11th Parliament, I came up with a Motion on the same. Most Members spoke to it and no one opposed the recognition and remuneration of village elders. Since that time, nothing has happened to the village elders. No one has paid them and yet, the Motion received massive support on this Floor. Hon. Temporary Speaker, I also had a Bill on the same in the 12th Parliament, since this is something that I have held with a lot passion. Unfortunately, it died a sine die death. When we came back in October 2022, I began drafting this Bill. When it was in the process, Hon. Mutuse also came up with a Motion on the same in November 2022. Again, it received overwhelming support on the Floor. In spite of all our talking on the Floor, that those persons must get some pay, nothing has happened to date. Others, like community health volunteers or promoters and those who fall under the county governments receive some remuneration except that particular group. When you look at the situation of those persons and the kind of money that I am asking for to start with, it is very little. When the economy improves, we can increase this amount. I plead with the House to favourably consider this Bill for this group of persons."
