    "content": "On a point of order, Mr. Speaker, Sir. I thank the Prime Minister for his very good response. When I raised the issue of money being channeled to the KMC, I said that has not been very useful. When it is channeled to the Arid Lands Resource Management Project or the Ministry of State for Development of Northern Kenya and Other Arid Lands, livestock can be purchased directly from farmers or pastoralists. They can in turn hand over to the KMC for processing either for local consumption or even outside. So, I wanted the Prime Minister to somehow address the issue of disbursement because there has been no clear way of dealing with this matter."
