    "content": "Mr. Deputy Speaker, Sir, two things: One, I appreciate the passion demonstrated by Sen. (Dr.) Khalwale. I tell the people of Kakamega County who are listening that your Senator is extremely passionate on this issue. However, there is another step. Every financial expenditure requires a budget. Even the Kshs200 million Sen. (Dr.) Khalwale is saying that should be paid by us and the county is paying Kshs200 million, that county does not have that Kshs200 million to pay for the airport. It has extremely competing interest in the other infrastructural development. Mr. Deputy Speaker, Sir, what we should be doing is to first put our heads together as leadership to see how best we can deliver this infrastructure. How best we can ensure the cost of acquiring land is not exaggerated so that it becomes expensive to acquire it? How best Sen. (Dr.) Khalwale can use this passion on the ground to negotiate with the villagers who live next door and tell them to give way at a reasonable price for us to build the infrastructure. There is room for us to have a solution. Mr. Deputy Speaker, Sir, I remind Sen. (Dr.) Khalwale that he holds an equally very high position in this Government like myself. When he says you have changed my mind, I will retort the question back to Sen. (Dr.) Khalwale, have you changed your mind as the Government on this particular issue? You and I are the Government. We are the ones who are supposed to work together to solve this problem. That is why I invited you, for us to sit down together and sort this issue. Thank you."
