    "content": "Ksh5 billion into our Technical and Vocational Education and Training (TVET) institutions. This money will pay scholarships for TVET students. There is something I want Members to put a keen listening ear on. In education, we have added an extra Ksh3.4 billion into JSS infrastructure: laboratories and other infrastructure related to JSS. In this Supplementary Appropriation (No.3) Bill, we moved this money from the Ministry of Education and took it to the State Department for Economic Planning, so that it goes to the National Government Constituencies Development Fund (NG-CDF) for the Members of this House to manage the construction of JSS infrastructure."
