    "content": "I support this Bill and commend the Budget and Appropriations Committee for the good job. The only issue I have, as the Chairman of the Departmental Committee on Blue Economy and Irrigation, is that the northern and coastal regions of Kenya, which have been badly affected by the floods, have not been adequately factored in the Supplementary Budget. As we speak, those regions are struggling to access clean drinking water yet from the Supplementary Budget, there is very little money allocated to address the issues of El Nino and floods."
