    "content": "Madam Temporary Deputy Speaker, one of the key areas that were to be funded by this allocation was the implementation of the national industrial policies which we do not have. Another area was the promotion of a strong public/private sector partnership. The other area was the promotion of development and growth and graduation from micro to small and medium-term enterprises. Mr. Omingo has said that in India and China, they started with the Jua Kali industry, moved to small cottage industries and now they have moved into mini industries. However, we are stuck in the Jua Kali industry. It is the mandate of the Ministry of Industrialization to move the Jua Kali industry to the mini industry."
