    "content": "Madam Temporary Speaker, I rise to support this Bill. Although I have not had a lot of time to go through it, it is a very progressive Bill. It is unfortunate that Sen. Gataya Mo Fire is out. He had indicated that those of us that live in areas where we do not have banditry do not encounter these problems. However, stock theft is present anywhere in Kenya where people rear livestock. In our place, it is even worse because you will find stock thieves getting a dairy cow from somebody’s shed and slaughtering it. Sometimes, they slaughter even calves. This is not something that affects only areas where we practise nomadism. I am encouraged by the identification of these animals although I am also worried. What happens to an animal that is stolen at night and slaughtered the same night? Even if it had an identification mark or was registered, then it would still be a problem. However, I am looking at the Bill in other later sections, there is also registration of carcases. That is why I feel compelled that this is a very good Bill. The problem we"
