    "content": "Standing Order 89 speaks to the issue of sub-judice. It is clear that no Member shall refer to any particular matter which is sub-judice or which, by the operation of any written law, is secret. A matter shall be considered to be sub-judice when it refers to active criminal or civil proceedings and the discussion of such matter is likely to prejudice its fair determination. The whole country and I are aware that the matter we are just about to embark on, deployment of police officers to Haiti, is actively before court. It is case No.E389/2023. This is the matter between Thirdway Alliance, Kenya, Miruru Waweru, and one other versus the Cabinet Secretary for Interior and National Administration, the Speaker of the National Assembly and four others."
