"content": " Thank you, Hon. Deputy Speaker. The Leader of the Minority Party has asked us to challenge him. It is important to state facts in line with our Standing Orders. He is clearly misleading and misinterpreting the Constitution. If you read Article 240(8) of the Constitution, it provides that the National Security Council with the approval of Parliament, which is the basis of this Motion, may deploy the national forces of Kenya for regional or international peace support operations. If you read Article 240(2)(i) of the Constitution, the Council consists among others; the Inspector-General of the NPS. Therefore, you cannot argue that the National Security Council that is involved with deployment of forces with the approval of Parliament, does not constitute the NPS. It is right there in Article 240(2)(i) of the Constitution including, the Director-General of the National Intelligence Service (NIS) for that matter. So, even if we were to deploy NIS officers, they are part of the national security council"
