    "content": "Members of Parliament do not implement NG-CDF projects today. However, they always carry the political baggage of any audit questions that come with them. The way to protect yourselves is to ensure that this Bill becomes law and we define properly who takes responsibility over what. If there is an audit query in the NG-CDF, as much as you are expected to take political responsibility, the person who misappropriates resources will be held to account but not you, as a politician. Many Members of Parliament have lost their seats on account of misconceptions about management of NG-CDF.
