As a Member of the Departmental Committee on Justice and Legal Affairs, and noting that public officers owe a fiduciary duty to citizens and the public, and that duty must be exercised to the utmost highest attainable level, I have deep-seated reservations in passing this Bill as it is. The Committee recommended that this House examines and scrutinises this Bill clause by clause."
