    "content": "Secondly, on the implementation of this law, I know that most colleagues have said that the law could be abused by agencies such as EACC and Directorate of Criminal Investigations (DCI). That is a fact. There are also some laws that you can make that can end up being used by those agencies to enrich themselves and harass innocent people. If the EACC and DCI are given powers to summon public officers, they can do so in a way that undermines the objective of the legislation. That is the only comment I wanted to make."
