    "content": "On Vote 1036, most of these Regional Development Authorities (RDAs) have a recurrent cumulative of over Ksh2 billion but less than 10 per cent in development. Therefore, as a Committee we felt that we need to allocate them enough roles which come with resources most of which cut across.
